Core human-interaction capability for all agents: reach the ecosystem's human via the patient, human-paced engagement track (open an engagement, see what's waiting, resolve it), plus direct contact and approval requests. The target human is resolved from cascading config (settings.human_interaction) so an agent reaches "its human" without hardcoding a user id. A foundational capability every ecosystem needs to escalate to — and wait on — a person.
